 Imphal : The budget session of Manipur Assembly will begin on June 7. N Biren, Spokesperson of the Secular Progressive Front government, on May 29 said the decision was taken by the state Cabinet, which met last evening.
The Cabinet meeting, chaired by Chief Minister O Ibobi Singh, also discussed other issues. Mr O Ibobi, who also holds the Finance portfolio, had presented a budget estimate of Rs 4934.4 crore for 2010-11 on March 8 in the state Assembly. He had moved a vote of account for grant of expenditure covering the first four months of the financial year 2010-11 so as to enable the government to carry on the activities till April 2010.
Officials said normal full budget could not be presented in the last Assembly as the plan size and the detailed modalities for implementation of the award of the 13th Finance Commission have not been finalised yet.
The Annual Plan for Manipur for the year 2010-11 was finalised at Rs 2,600 crore on March 11 last. During the next session, full budget for 2010-11 of the state would be tabled in the House. Business Advisory Committee of the state Assembly would meet later to finalise the numbers of sittings and the business to be taken up.
N Biren said the Cabinet also discussed the issue of Autonomous District Council (ADC) elections to be held in the hill areas. The first phase of elections was held on May 26th last and the second phase would be held on June 2 next. Naga students have opposed the holding of elections and have imposed indefinite blockade since April 11 on the national highways thus crippling life.
Five officials of the state government had been entrusted with the task of working out the details associated with the ADC. The report of the committee will be discussed by the state Cabinet again. The Chief Minister had earlier stated that elections should be held in the hill areas to empower local bodies. If anybody is unhappy with the powers given to the ADC, amendments can only be done by the state Assembly which takes time.
